Changes to Section 8 Project-Based Rental Assistance (PBRA) Program Occurring in 2012 per a November 22nd, 2011 memo from HUD Headquarters, due to the Fiscal Year 2012 budget that was recently approved, the following changes to the Section 8 Project-Based Rental Assistance (PBRA) Program will occur in 2012, Additional information will be outlined in future housing notices.

Effective October 1, 2011, HUD has required MMAM to discontinue all functions related to Management and Occupancy Reviews, FHEO reporting, and REAC follow-up.
All questions with regard to these tasks should be directed to the HUD Project Manager responsible for the property.
Follow-up and close out responses for Management and Occupancy Reviews conducted by MMAM should be directed to the HUD Project Manager responsible for the property.

To ensure the utility allowance accurately reflects the cost of resident paid utilities, HUD now requires a utility allowance analysis be submitted with all rent adjustment and renewal requests.

- Proof of Income From SSA - With the Enterprise Income Verification system now providing this information, and as indicated in Housing Notice 10-10, O/As must not send tenants to local SSA offices to obtain proof of their Social Security income. Instead, the O/A must ask the tenant to request benefit information from SSA using SSA’s website or toll-free number. To request a Proof of Income Letter from SSA’s website, go to http://www.socialsecurity.gov. From the left side bar: Select “What you can do online” Select “If you get benefits” Select “Request a Proof of Income Letter” Tenants should check the box “All Benefit Information Available” to make sure all benefits received are provided. To request a Proof of Income Letter from SSA’s toll-free number, call 1-800-772-1213. This information is free and the tenant should receive the letter in the mail within 10 days See RHIIP Listserv post# 241
