The Michigan State Housing Development Authority (MSHDA) was selected as the Contract Administrator for certain aspects of the HUD project-based Section 8 HAP contracts in the State of Michigan. MSHDA has subcontracted with Michigan Multi-Family Asset Managers (MMAM) to perform various asset management tasks under the Contract Administration Initiative.
In accordance with HUD Handbook Section 4350.1 Chapter 6 MMAM must conduct an annual Management and Occupancy Review (MOR).
Please review the HUD-9834 Questionnaire which is located on our website and be prepared to answer all questions designated with a star in the left margin. For your convenience, if you would like to expedite the review process, you may complete the questions marked with a star and mail it to our office in advance of the review along with the documents requested on Addendum C. If we received the completed questionnaire in advance of the review the document can be included in our desk review process and should reduce the time it will take to complete the review.
In addition, please complete the three-page Addendum B - Part-A form and sign and date each page. Also please note Addendum C, which list documents that you should either mail to our office or have available on the day of the review.
Please provide all residents (Section 8 and Non-Section 8) with a 48-hour notice, or more if required in the lease, via hand-delivery and posting at the property, of our intent to do a walk-through of a number of units on the day of the scheduled review. In addition, we will need access to all common areas, maintenance shop, office, and property grounds on the day of the review. We will be reviewing a specified amout of resident files as well as a sampling of move-out and application rejection files.
